I liked the comment on that post that said " Hate to be ‘that guy’ but it would really be F#7b9/C#… and it’s not as complicated a chord as all that, just a dominant 7th chord with a flattened 9, with the 5th in the bass (so 2nd inversion)."

Absolutely, a Db sounds totally different than a C#!
